Abstract
Civilization-building is a profound process that requires more than material progress; it demands a foundational shift in a society's mindset, ethics, and conduct. Within this endeavor, education (tarbiyah) serves as the cornerstone for individual and societal formation, playing a decisive role in laying civilizational foundations. The Holy Quran, as a complete guide for life, provides this essential educational framework rooted in monotheistic (tawhidi) teachings, offering a divine blueprint for an authentic civilization.

This study examines the Quran's educational system and its role in forming a New Islamic Civilization, highlighting the combined Iranian-Islamic identity as a fertile ground for its realization. It finds that in the face of current challenges—internal stagnation and external cultural pressures—returning to this Quranic model is a crucial strategy for revival. Core components like sincerity (ikhlas), practical gratitude (shukr), social repentance (tawbah), persevering patience (sabr), and virtue-oriented action form an integrated network shaping motivation, identity, and resilience.

The synergistic function of these elements fosters a civilization based on spirituality, justice, and value-based rationality. Grounded in a rich heritage, this model holds the potential to emerge as a dynamic and progressive paradigm for the contemporary world.
